I dont think it could be pcb issue if it was the output would have been about APP code .

If somebody messed up the PCBs and Sempre received it with non native PCB, the drive can seek the SA in a different position, so it cannot read boot adapts from there either...

Check the numbers on pcb, and tried to find similar PCB Matching microcontroller and read channel, did u check if PCB its from patient HDA Sempre?
