I had same case With 4 TB HDD. It has more complicate than this one.I couldn't see any data in hex editor when it came to me. Totally blocked one.
Not easy job. Usb bridge encryption. , and password protection (mine also had SA , Rom , user area blocked)
I have solved Full data recovery % 100 health. I did bring back that HDD with full function inside full data. Take my 1 week. But I guess I can solve this in 1 hour now.
