 Post subject: hp stream laptop

Location: Arkansas
Room mate has a HP stream w10x64 that started reporting disk size as 28gig on a 138 gig drive. Now it won't start and I can't reinstall windows. Tried hirens-bootcd-15-2 and it only sees a little over 7 gig. Is this thing toast?
