Disk bios (rom) chip not functioning

Hello, my seagate hard drive suddenly stopped and completely silent and undetectable by the system. I changed the PCB, the disk is spinning but not detectable by the system. I swapped the Bios (rom) chip of the hard drive to put it on the new PCB, the disk is not spinning and silent again. I think the problem is the Bis (rom) chip is damaged. Is there a way to fix it or I have to go for recovery experts?

Could we see detailed photos or scans of both PCBs?
