WD10TPVT-00U4RT1 slow but consistent

This drive came in with dead heads, 6 clicks and then spun down. Replaced HSA, worked great, cleared RELO list (was full) and blocked background surface scan with PC3K (verified in hex).

Problem is that it still reads very slowly in DE, averaging ~150KB/s. I swapped the heads twice again and same result. I don't hear any clicking and for the most part it images fine, less than 2% skips (no retries). This seems to be about the same throughout all areas of the drive, although head 4 does seem to read slightly better.

The top platter looked fine with no scratches, and the filters were all clean. Any ideas on how to image this faster? Perhaps I should try putting it in the ultrasonic cleaner?
