Yes, the SATA conversion would be a good idea.

Here is a SATA PCB which uses the same MCU (88i9317-RAI2):

Follow the SATA Tx/Rx signal pairs from the MCU to the SATA data connector. Then wire your USB PCB the same way. Remove the capacitors and connect your wires to the MCU side of each capacitor (do not use the plated thruholes on the RHS for your connections).

if you search on the forum, there are a couple of people with donor HDD and Donor PCB businesses, and references to donors.

Either PCB or BUSY status due to background processes.
Take a PCB from MQ01ABDxxx as the donor PCB, replace IC 602 (ROM) to the donor PCB. Previously check is MPU (processor 88i9317-RAI2) and motor driver IC (TLS2605) are the same (should be in this case). If it is BUSY status, probably, better to ask some nearest professional person/company for help.

replace IC 602 (ROM) to the donor PCB.

@the OP
"take into consideration"
overheating, burning (Etc.) that chip and your data is gone
you might want to consider a pro to the job for you

First you need to determine the hard disk seek properly
Looking for a same MCU SATA motherboard
The ROM chip to SATA board
Install the SATA motherboard to the hard disk Received PC3000 above
Electricity to see whether the hard disk can identify
The hard disk is probably because have bad sectors
