Just buy a new drive. You aren't going to fix this one. Moreover Toshiba doesn't allow for SS ... You could try to cut zones or edit defect lists with expensive firmware tools but most likely for your drive it wouldn't make any diference and you would get more bad sectors ....
Drive is dying and can't be fixed.
