What does 'E' mean in my HDD scan?

So I did a HDD scan and that shows in my SATA DOWNSHIFT ERROR 24E. What does E mean what what does SATA downshift error mean?

24E (hex) = 590

More interesting question would be : what exactly is a SATA downshift error, and is it something to worry about when there are no other apparent defects ?
