My poor advice: trash this drive and buy a new one.
Good luck

If you are sure of that speed of 9600, try pressing Enter after turning on the disk

Hi there !!!

If S.M.A.R.T. "faild" please do post a screen capture of S.M.A.R.T. attributes retrieved with something like MHDD or Victoria for windows. What did fail exactly ?

If the drive is "slow" and/or have huge amount of bad sectors most likely one head (or more) is gone - this happens allot with Toshiba GSX. You will not be able to fix broken head with terminal. Same as if you have damaged "zones".

If drive is slow then i assume you can detect the drive by ATA.

What do you plan to do on terminal ???

Connect the drive and press enter.
If you see > you are good to go, if not swap tr/rx. Make sure it's connected correctly (correct pins). But then what ? ....

Assuming youi get a > prompt what do you intend to do ?

Unless you have tools or Vendor Specific Commands to use with ATA terminal (or even TTL as long as you know the commands) i don't see how you will "fix" the drive.

If the data is important consult with a data recovery firm, if not buy a new drive.

I do have a HUGE amount of GSX drives with damaged heads .... One can use a procedure like this but ALL DATA WILL BE GONE !!!
