Toshiba P-list recovery

Again a Toshiba with a new issue. It surely indicates Toshiba is been replaced by Seagate.here in India.
I have got a Toshiba DT01ACA100 1Tb Desktop hard disk. Drives Heads were weak ,so we replaced by 100% compatible Healthy Heads , We have been able to read few modules as well. However crucial P-List is Zero filled ( is empty).
Earlier client has given disk to other companies . We have confirmed pcb is native . Is there any way to know how p-list has suddenly become zero ?
Has someone gone through similar situation before ? Without P-list Recovery will not be possible.
If Donor Heads put back in Donor they work fine so there is no damage to platters.
How to deal with this situation? Can someone pls. help.

Update on this case ---- Tragic End

It seems this disk is one of the Non-Recoverable type. I think drives SA is having bad sectors , actually P-list might not be zero filled but due to defects it might appear empty. As spildit has outlined P-list can be rebuild by manually adding defects ,but is it too much time consuming and if SA is bad then P-list cant be written .I have tried to write few bytes in SA modules but it cant be written.
A tragic and sad end to this case shattering customers critical data and hopes . A failure is hard to disgest. :(
