If I'm reading those instructions correctly, why the reading of the good drive's ROM if I'm just going to put the bad drive's PCB on it (or do I also dump the read ROM into the bad drives PCB)?

No go again I guess Spildit. The "bad" PCB doesn't really do anything out of the ordinary on that 250G, other than showing as size=0 in the BIOS, which I guess is normal for a mismatch. It spins up to the usual healthy faint mechanical noises, then just settles rather than spinning back down.
Sorry it took me a little while to get that stuff back up and check.

So, after a few weeks, Data-Medics was proven to be correct with his analysis.
