When this drive is connected to power or usb-to-serial adapter produces 25 beeps then nothing; no sounds of spinning or other sounds can be heard.

Details of the noise/beeps:
The drive makes 25 beeps, each one is 0.075 seconds in length and is repeated every 0.17028 seconds for a total of 4.257 seconds. The frequency of each pulse is: 7.5 KHz.

Question:
Does this sound like "Stiction", which should be sent to a data recovery lab with a clean room; or can the problem be solved by component replacement, software solution or pcb (+ firmware/bios) swap?

A very good chance that the heads are stuck. 99 times out of 100, we are able to recover the data without a head swap if we get it before a failed DIY attempt. After a DIY attempt, we almost always need to change the heads and only get a partial recovery, if we are able to recover anything at all. Totally agree! :-)

We always check the heads under a microscope for signs of bending/deformation and use new ones in quite a lot of cases, to be on the safe side.
