Does this board have TVS diodes and 0 ohm resistors?
I have found information on a 2060-771822-002 but this board is different.
Symptom: does not spin up.

The -002 version has TVS diodes at D3 and D4. I haven't seen the -006 version. Can you upload a photo?
Edit:
There appear to be two e-fuses (U3 and U4 ?).

That is the board. I am not familiar with e-fuses. Are they the one's that look like semiconductors(10 pins)? If so, how would I test those?

I will have to do some tests with that info later. The board is semi-working...I can read the rom in wdmarvel, but the serial number, etc... is not showing of course. Thanks for the information.

The e-fuses must be OK.
Could the drive be configured to power up in standby (PUIS)?

The drive was made in 2015. I am not sure when they started putting PUIS in the drives, but I will check into it.

PUIS has been around for decades. It's a feature that would be enabled by the application (eg DVR), not the factory.
You can disable PUIS with a tool such as HDAT2. In fact Linux can automatically spin up PUIS enabled HDDs.

I tested with a 4 wire molex to sata power adapter and it still did not spin up. I will try it on linux next.

Tried the drive with linux USB boot to HDDSupertools and it still does not spin. Drive is recognized by model number, but of course still no serial number, firmware, smart, etc...
