I have extracted this little app and run the executable. It comes up w/ lots of question marks. I imagine that the language was other than english. How do I find out what the menu says?

I have limited (no?) experience with non-english on Windows. What I did do was go into control panel/regional and language options/languages and made sure I had both "Supplemental Language Support" boxes checked. I then click on "Details" and added the Russian language to my machine. I tried the app again and still get all question marks, except for the text "Western Digital."
