Encrypted Surface RT Recovery, not Boot, but DOS prompt.

Can boot into Dos prompt, but encrypted, no volume letter can be assigned, and so there's no useful Surface RT commands that can be used.
Also it does not take regular windows commands, or software.

Any help appreciated.
