Data Recovery off 32GB SDHC that shows up as 8GB

I have an SDHC Lexar 32GB.
When plugged it into a SDHC reader, it shows that the size is 7.6GB, and asks to be formatted.
Using a hex editor, I see that all 8GB are empty.

Used two different computers and SDHC readers to detect the SD card.
Used FlashExtractor SD Adapter, which also showed 7.6GB, all empty.

Would recovery off a SDHC like this be possible?
Also any idea why it shows up in Windows as 8GB?

This is a common issue with Lexar and almost always recoverable with a chip-off recovery.

Does the problem come from a faulty controller giving incorrect information (wrong size and no data)?
