I have a:

WD Green 3.0TB
WD30EZRX - 00MMMB0
WWN: 50014EE2066919DA
DATE: 24 SEP 2011
DCM: HBRCHT2AAB
DCX: 0M08M16M1

Which is not spinning up. After initialising with my PC3000 it shows green registers on: DWF, DRQ and CRR, the 12V power register is red.

How might i figure out if this is a motor issue or a PCB issue?

This drive belongs to a close friend of mine who lost a bunch of work. :?

Durr, probably should have read the manual.

CT to A, B, C had Ohm of 0.6-0.9.

A-B, B-C, A-C had 1.1-1.7 Ohm. (My meter is not good enough for this!)

So the motor seems okay, i will update you all on how the PCB swap goes.

I find it quite amusing that you work with hard drives (with a drive that won't spinn), electronics and have invested in a quite expensive program like Pc3000, and still don't know why the 12v power register shows red?!?

Does your manual mention anything about TVS diodes?

If the question was to me, Yes, and Power Control info as well. But CleanestRoom might not have a legit one...who knows?
