Can any one help me please

I have some hitachi IDE drive model HDS728080PAT20 all with the same fault no power to spin the drive.

If i swap PCB board to working one the drive spin up and work fine.
I have checked the PCB for burn marks and or cracks this all seem ok.
I have check the main componets on the PCB with meter can not see any thing that is not working.

Has any one come across this problem be for many thanks for reading

... or not a problem at all, just default is the sleep mode, and waiting for command...
