You can probably replace it with a 2060-771692-000 instead. They're more readily available and I don't think it matters if it's a -70 or -77 in most cases.

i think there is matter between this 2 pcb ... some Hdds not sniping with this pcb 77

let's make sure about this point

When drive is not spinning I suggest to

- 1th check the chip brand and number that controls the spindle and the heads
- write the ROM or move the chip, and try spinning with the correct ROM
- BEWARE SO MUCH to screw FIRST the 2 heads screw and only AS LAST the motor screw/s otherwise you may miss the proper contact.
As additional checking I'd advise to check that the board is parallel with the HDD body. With those motor contacts that are next the HDD body border (not those close to the motor pivot) usually it happen that the screw will not totally enter in the hole and instead it will overlap the hole border

just for your information, I tried to replace a SATA PCB 2060-701692-000 with a 2060-771692-000 for a USB PCB 2060-771754-000 and IT WORKS VERY WELL.
