but you just regurgitate the same information as in your post. 
I think you have to make clear the balance owing in USD before the card becomes an offline version? How can one independently verify that? It's impossible for someone to evaluate the deal given the information you have provided/withheld.
I will pass, thanks, but I think you need to provide the answers to those questions to stand any chance of selling this thing to anyone not already familiar with the terms used and currency used.
