Could be many issues. What is the drive's behavior?

1. Not original PCB
2. Damaged PCB
3. Damaged heads
4. Damaged SA
5. A combination of the above

If PCB is native, then it may be a firmware problem. Try to access SA and see where the issue is.

You only need auto repair mod 11, 31, 02.

If it does not work you will rewrite for its three mod.

You will need a same model HDD.working firmware.hot swap ..stop motor...change donor PCB to patient hdd(PCB removed).....load 11..... power off...on....and if its a 11 mod issue corrected you get data.If its changed PCB or bad sec in firmware or bad 11... you will be unsuccessful.also other causes should be ruled out.
Salvation has this solution on its forum.
