"Converter USB to IDE Male" Questions...

Hi! I purchased the SalvationData "Converter USB to IDE Male" from DriveStar:

I had a few questions about it:

1) What does the Jumper J2 control?
2) Would lifting resistor R60 make the unit work in ATAPI mode instead of IDE mode?
