What would be a good tool for audio forensics. Is there a software that can load a file and provide hex data based on the point of the recording timeline?

I dont understand exactly what one can achieve by providing hex data as most of it will be under some form of encoding.

Audio Forensics have to deeal with possibly the following things
1)Making faint sounds amplify(whispers in case of less sensitive mics)
2)Removing noise (interference) if they are clashing with clarity of audio
3)Removing clicks and pops happening suddenly due to microphone handling which is possibly causing listening discomfort.
4)Hearing the tone/voice and analysing nature, personality, mood, intent, feeling, emotion of the person
5)Analysis for finding whether provided evidence is intact/untampered/unedited by waveform analysis or sample data anlysis (in your question, this may be possible application)
6)Ambient and reverbrant sounds happening in the background can be used to gauge the size of the room(echoic, reverbrant, large, small, damped undamped.)

It is more than technology at times. More tends towards psychology too..

beteen 2009 and 2014 I have freelanced many times for such jobs in local departments
I am sure the AES community (was a member, not any more) will have a plethora of research papers on audio forensics.

Tools mainly used were Cocoks Reaper (FREEEEE!!!)
Though the same can be done on AVID protools.... ( i ama certified 110 level operator :P Crazy days they were, recording and mixing local musicians and bands, was more into live sound systems in general).

Good Luck.
