Tools for hard drive diagnostics, repair, and data recovery

I´m looking for a low level format tool that can run on my bootable USB-stick. It has a PE-environment (Barts PE). The HDD LLF 2.36.1181 didn´t work - well, it runs but it doesn´t find any discs to work on (a blank window).
