Hello
I realize it takes a lot of hardware to do hard drive diagnostics. Right now I'm training with my own hard drives.
For tools, I wonder if anyone has ever done 3D printing tools and would like to share. Because being unemployed I can't afford to buy hardware just for testing.

I think it's not doable.
Why? Because you need to get a 3D printer (not very cheap), get the 3D plans taken from other tools (or get the tools and scan them to be able to copy them, I think also expensive), time consuming as well.
And if you don't want to spend several hundreds of HDDsurgery tools, you can get them cheaper but pretty good on ER-TOOLS or APEX-Tools.
