Even though it has been years since I used it, I used HxD - Freeware Hex Editor and Disk Editor.
1. It is free.
2. Back then it was the only one I could find for Windows that could handle large files / whole disks.

I agree, it is very easy to use, without clunky interfaces of a lot of stuff you dont need in a HEX Editor. I always had a zip of it that I moved around with me but recently found out it has been updated.
There is always WinHex and Hex Workshop, but the things I wanted in a hex editor when HxD couldnt do the jog was not available either.

I was looking for an editor that I could set the rows to common flash drive page sizes, but none I found would go up that high.

Hey Amarbir, yes sorry I was feeling a bit mischeiveous!
I have used neo, but I have found that all these fancy editors have similar limitations. Saying that, some of the features are quite useful, so it is advisable to go through the one you pick and really learn them.

I guess it depends on what exactly you want to use it for
