Hi, I'm planning to replace my laptop's hard drive, and the new one actually has a slightly lower idle wattage than the old one that came with the laptop, but the reading/writing wattage of the old one was 1.4W, whereas the new one is 1.6/1.7 W. Does this matter? Is it possible that the laptop won't be able to provide the tiny amount more power required by the new hard drive?

No, it's extremely unlikely that slight difference will matter one bit. Most likely the motherboard is more than capable of pushing out 2 or 3 times the power the drive actually requires.
