sometimes first partition is a virtual CDROM, I cant remember what the thing was now, but there was also something that had apps on a partition that would load when inserted, and there is also some with security.

if partitions were created by a user, such as mucking about with Linux or whatever, then diskpart should get it right. Did you run diskpart as administrator? did you try like as here:

https://superuser.com/questions/536813/how-to-delete-a-partition-on-a-usb-drive or the bootice part here:
https://www.pendrivelinux.com/restoring-your-usb-key-partition/

otherwise the drive could be corrupt

I did something like this few times for Ads. Companies selling bulk (similar idea)

more info. about it here: http://reboot.pro/topic/17271-create-a- ... ive/page-2

you need to use the factory tools based on flash controller to make one.

start from here: https://www.usbdev.ru/files/
