Hello, first of all I want to say Hi to everyone on this forum as this is my first post.

Second, my dad's old computer had a small power supply issue that knocked the circuit breakers out for half of my house...

After getting a new power supply, the computer wouldn't boot up because the ST3808110AS was hooked up to it. Unplugging the hard drive fixes the issue to the point where I can get to BIOS (but obviously not the operating system since it's on the HDD that was disconnected).

I took that HDD and plugged it into an external closure bay and tried accessing it via USB. When I attempt to turn it on, nothing spins, but perhaps I'm hearing a very very faint whistle/hum sound coming from the hard drive (no clicking or spinning whatsoever though). This confirmed my suspicion of the hard drive actually malfunctioning and not some weird issue with the new power supply that I hooked up (not enough juice, etc).

I know this is an old drive (only like 80GB), but there are like 12 files that I'm trying to retrieve off of it before I can toss it. I have background in computer engineering but my knowledge of HDD is lacking a little bit. Looking at the PCB board, it seems like the diodes haven't burned out.

What would be my next course of action? measure for resistance on the power interface of the hdd? if so, what should I be looking for?

Like I said before, I didn't see any visible signs of the TVS getting burned out. Would there be? or is that not always the case?
