Why some disk work on usb2.0 but not on usb3.0?

I have such disk - Seagate Expantion Disk 3TB - ST3000DM001 PN:1CH166-571.

USB3 is more complex. It's possible that either the controller on the mainboard or the controller in the enclosure have quirks, wobbly cable, bad firmware, wrong driver etc.
That has nothing to do with the disk alone.

With USB sticks it's the same. The problems can already manifest themselves if you want to boot from USB3, since no driver from the operating system is involved.

I think the most likely reason is a discontinuity in one of the USB 3.0 signal paths.
