I had a power failure and the hard drive showed up in the BIOS as 0.0MB.

Simple solutions like changing cables, resetting CMOS did not help.
I later reinstalled Windows on a different drive.
I've tried Victoria, but it doesn't see the hard drive in the system. Later I tried the dos version
But it didn't see the drive either.
SEAGATE SEATOOLS does not see it either. Now I'm trying the dos version of HDAT2, and the drive only became visible after changing Intel RST Premium to AHCI in bios. It also became visible in Windows. But victoria can't read smart
and of course can't check sectors.

My problem right now is that HDAT2 saying "number of sectors is zero". I can't read smart. What else i can do?

If the drive spins up, then the problem is most likely internal, probably heads or media or firmware related.

Is the PCB detected if you remove it from the drive?

I don't have the right screwdriver at the moment, but I get your point.

Also this sound reminds me "clack" sound. One time when starting up pc, and later when motherboard logo pops up.
But this sound so quiet, i can't even record it using my phone.

Tomorrow i will get screwdriver and will try pcb only.

The fault is most likely internal, but I guess the PCB might have a fault in the motor drive electronics.

Uhh something weird happened. After i removed pcb, i cleaned contacts. It didn't help. So i give up and went to my new windows on SSD, i started installing drivers, restarted pc and when windows logo pop up, this hdd started spinning up. I loaded into windows, but hdd was still nowhere to be found. If i restart pc and check bios, i don't see it either. Hdat2 don't see it too.
It start to spin up only when logo pop up, and after this logo there i choose what windows to load.

It appears that your HDD may be configured to Power Up In Standby (PUIS). However, it still appears that it has an internal fault (IIUC).

After it spins up, do you hear/feel it spin down after a while?
Also, would you be able to provide a terminal output?
This is an SSHD drive and that multiplies the possible culprits.
