Anything is poossible....
Can you give us a little more information?
Make/model of hard disk?
Is the disk being recognized in the BIOS? In Windows?
Any clicking sounds?
What led to the Harddisk failure?

No, you can't recover data from it. A professional can. Send it to one if the data is important.
Note: This is a reasonably accurate answer, based on how I sized you up. If you want a slightly more accurate answer, you'll give more details. Not like 'I've got an E-Machine computer, and it doesn't work'. Specifically, what drive, what did you do, what is it doing, making sounds, etc. Otherwise, re-read the first line.
