Is true if the read/write head of a hard disk is defective, the hard disk can no longer be initialised. This gives rise to a typical "clack-clack" sound. I hope someone could explain in detail about this.

Hi, the noise that you are describing is a tipical noise of broken Heads.
I think that a small and umpretender info like manufactur, model, size, hda, pcb and others small and unecessary info to you, could be a help for a dummy like me, to try to say something to you, that can bring some light to your doubts.
Best regards

Actually one of my harddisk get an electric shock [ibm 120gxp 80gb] when I doing some files transfer. After that the hdd start "playing" the clacking sound. From your experience or opinion can I still get my data back from the hdd. Can I use the pc3k to recover the data.I can't afford to send it to data recovery company.
