I have (2) Maxtor drives that is being reported as a smaller drive than what it is.
DiamondMax Plus 8 (40G)
Maxtor 541DX (20G)
both drives are reporting they are only (10G) drives.Is there anything that can fix this issue The DiamondMax Plus8 40G says it is Generic (Model: ST320410A) (Serial Number: 3FG0GZF0)

Are the drives clipped and/or your Bios settings OK?

It is clear that one of the drives is Seagate, not maxtor.
Most likely they was sold as refurbished.
If you wonder if you can make them an original size, probaly not.
There was a reason to reduce a size.

First of all open them with Mhdd and check if HPA is active.
Also if there are not HPA active, see if it is supported, and if drives support DLM. Then probably SET Max LBA command must be used.
In the past Compaq/HP used to send replacement drives with reduced capacity
