Hi,
When i connect the disc in PC-3000 not spin up. TVS problem? See pictures... where are the tvs in this picture?

More likely:
1. Heads stuck on platter or in ramp;
2. Smooth IC bad
3. Fuse open

Test diodes D3, D4 with Digital Multimeter

try to power up the drive and listen to it carefully.
I agree with jono maybe the heads stuck on platters or in ramp.

Something looks very wrong to me.
The manufacturing date on the label is 26 July 2007.
However, the date code on the PCB suggests week 37 of 2006 (3706).
The MCU's date code is week 31 of 2006 (0631).
The RAM is 622B and the motor controller is 636.
