It is definitely not able to reach track following. It can't even properly catch servo.
90% chance of heads is my guess....the other 10% is left for strange occurences. heh.

In fact . No servo, no TF, and Gray Err.... Heads, or a bad PCB (the read channel completely KO with everything else OK) or something weird....

This was my guess as well, the other 10% i spoke of includes read channel KO.
I would assume that this drive is clicking, probably want to try the PCB on another drive and see if it clicks in same pattern.
On samsungs it also shouldn't hurt to try a known good PCB on the bad drive, and see if you get the same clicking/terminal output.

Can you open it and try to see the head 0 at the microscope.
Maybe head is dirty, and can not read the SA.
