I have a Seagate ST3120026A, 120GB, F3.01. One of the components is burnt and lost. I am looking to replace it if I can identify it.

Sure that one is burnt ? Its a ceramic capacitor.
If you remove it and measure with an ohm-meter, you should get infinite resistance. Then its ok.
If it measures as short, just removing it will probably also solve the case.

The problem is elsewhere. Your drive most likely doesn't spin up. Am I right or should I re-orient the dish connected to my crystal ball ?

You didn't get what I said :
the capacitor by itself if BURNT and on its place would most probably make the drive NOT to spin if shorted.
If you removed or lost it (when burnt) there is no short BUT this would not prevent the drive to spin up.
If drive still doesn't spin (working or not) , the problem is absolutely elsewhere.
If drive spin and clicks or doesn't ID, the problem is different.

hi,
so it may PCB problem. you can take similar one from others PCB for replacement. it make be not only PCB have problem if still no work. may be firmware have problem also.
