My WD1200BB - 22DWA0 freezes my PC

Hello , I am newbie to hdd problems and I have this problem .
Whenever I connect my IDE HDD to the PC , Nothing is detected on my POST screen ( neither the HDD or the DVD ROM or the other HDD ) , and when I remove it everything works fine and I am sure the cable and the connections are fine .

I had the same problem before and I handed it over to a technician who changed the green printed board as I noticed and he told me It was a power problem and I see marks of welding on 4 pins on the pcb corresponding to the 4 power pins . Is it possible to return this to life ? It has some old family pics and 120 GBs are nice extra space to me.
