Depending on the Seagate, could be a DIY if your careful, based on what I know I'm thinking the WD will require a pro, or expensive equipment and extensive knowledge.

What are the specs of the Seagate? Series, model, firmware, etc

U first diagnostics use MHDD or similar tool and check ATA registers. check if hdd´s are correctly detected, Model, SN, check answers to read sector commands and check ATA Control registers answers while tried to read sectors like IDNF or ABRT , At the WD Case its knowking and shows´0 bytes could be caused by a bad head too, from this answer u will know the problems and possible solutions if u dont know how to do it, u know the answer
