if i understand the question correctly by cylinder u meen platter and by healthy u meen UNhealthy. Yes. Touching platters by hand is a bad idea.

Depends on data content. If platter is full of porn, it may have negative effect....

If ur question is legit - then the answer is No. There are No side effects or negative effects on human body resulting from touching the platters of the HDD.

Why give them platters to play with? Some platters can shatter, this can be dangerous. If not needed then throw away and replace with a toy.
And if you really thought it was possible to be seriously affected by radiation, why, again, do you allow kids to play with it?

In the RoHS compliance sheet there should be the indication about hazardous chemicals and their percentage (below or over a certain threshold) in the entire appliance (the HDD itself).
Disks are aluminum or glass, the surface is carbon coated and eventually covered by a special grease film, magnetic layer is - in thickness - in the micron range, probably this layer is what carries the most unhealty substances.
Moreover, during the fabrication of the disk, strong chemicals are used for polishing, washing, mirror-lapping surfaces etc. so traces of these chemicals may still be on the platters.
There should be nothing radio-active inside a HDD as far as I know.
Magnets contain Neodimium, old magnets contained Samarium/Cobalt. I wouldn't eat it anyway.
Glass platters when they shatter can be dangerous because splinters are very sharp.
IMO, you should not give the kids platters to play with, especially if they have the habit to try "tasting" everything... like every young kid.

no side effects your kids can play anytime.. but for small kids every metal things is harmful for small kids
