I think the logic board has failed on this drive.
The drive spins up and seems to make no bad sounds.

Any thoughts on how to proceed with repair/data recovery?

A drive that spins up but doesn't detect in BIOS will usually not have a PCB fault. That said, if replacing the PCB, be prepared to transplant an 8-pin serial EEPROM chip from patient to donor. This IC contains unique drive specific calibration data. If you need help in identifying the parts, upload a detailed photo.

Don't have one in front of me right now, but I don't think this drive has one.

You are right, this one does not have one.

As to original post: it does not sound like PCB problem

No EEPROM on this drive.

Is there a very faint ticking noise? I have seen a number of these with SA problems that behave that way.

I would say almost certainly SA. Especially if disk remains powered.
