How do i recover a 3GP file from HD I deleted 2-3 years ago?

I deleted a 3GP file 2 or 3 years ago from my hard drive and I want to retrieve it, but I think I have formatted my computer also with a fresh installation of windows though...? Does Norton Ghost 15 works? I've tried some free programs and trial programs but they are limited into how deep the program can dig into my hard drive. Anyone know a good program that definitely works before I drop some real cash onto it?

1) Ghost is for other kind of purpose (backup / restore of data)
2) If the data was overwritten, no amount of cash can retrieve what has been overwritten (I mean data in the physical location where it was originally stored).
3) There is *some* possibility but require a deep analisys which is beyond end-user, but the possibilities are uncertain.

If you have used the PC with those HDD for past 2-3 years I do not think it is possible to recover anything, something more you have reinstalled fresh copy of OS over.
