Backup external hdd size

I have a 500gb hdd of which I use about 250gb. I am interested in getting a 500 mb external hdd for backup purposes. Does one need to get external hdd of a size that is larger than the max capacity of the primary hdd or only larger than the amount of space used on primary hdd?

If you only need 250Gb, you don't need a 500GB, right?

But if you are buying a new disk, the price diference between a 250GB to a 500GB, it's not very big, so go for the 500GB.
