The board has suffered an overvoltage on both the +5V and +12V supplies. What did you do?
In most cases the damage caused by an overvoltage will be restricted to shorted TVS diodes. However, in your case there are inductors which have also been burnt. The usual solution is to snip the damaged TVS diodes with flush cutters, and replace the inductors with wire links.
If the above fails, then you will need to transfer the serial flash EEPROM to your donor board. Some board suppliers offer a transfer service for US$10, otherwise your local TV repair shop should be able to do it.
