... you can't decrypt the drive either. It's not surprising that BitLocker is "stuck" because the WD DLG screenshots clearly show that the drive is sick, with the symptom of unreadable sectors.
I suggest that if your data is valuable, you should consider using a reputable DR company to
try to read your drive before the situation gets worse, and then hope that the incomplete encryption / incomplete decryption hasn't totally confused BitLocker.
Unfortunately this is a clear example of why you have to be careful when deciding to use encryption. If there are problems with the disk itself, it can be a significant
extra challenge to recover decrypted data, depending on how the encryption software behaved as the disk was failing.
