have a Samsung HA200HJ, IDE drive, 200Gb.
was in external case, but drive died.
drive spins up when connected to power, drive heads move, like drive is reading some info, then drive spins down and stops.
drive is not being recognized by BIOS.
there is some info on the drive i would like to save...

Probably has some damage to internal defect tables, this often results in stopping of the spindle after attempts to read.
Unfortunately without proper diagnosis it will be near impossible to confirm the actual failure and the recover-ability of the information

Yes, you need something like pc3000 + training on how to use it.
Expect to pay something in the region of €10,000 for this setup.
Alternatively seek assistance from a pro who has this. Shouldn't be "too" expensive unless it gets tampered with.
No DIY/freebie solution to this I'm afraid
