Expert Opinion Required about a Case

One of my client sent his drive to a REPUTED FIRM for evaluation, after the evaluation this is the report, I would like to take your opinion about the terms and pricing they quoted.
QUOTATION - RM5.6K (About USD1800)

We have completed our evaluation on your damaged media and pls refer to attached quotation for details. Data may only be recoverable if platter damage is not too severe. However final outcome will only be known pending further work and upon your confirmation of this quote.

Price quoted is based on complete, successful recovery of all data. ( The term "data " is in reference to all those needed files and folders which user had specified in the ' Data Recovery Request Form' when submitting in the damaged media. )

If user decides to proceed with the job, pls take note of the following possible recovery outcomes:

1) All specified and needed data is successfully recovered and user will pay the cost herein per attached quotation

2) There will be no charge at all if we fail to recover any of your needed data

3) Data partially recovered and user accept such data after price revision. The revised quote could only be made known to user after recovery has been done depending on the amount of data which has been recovered against the total capacity of data in the damaged media. Note that for any partial recovery, XXX will revise the rate to a lower quote NOT solely based on "total data in the damaged disk " against " partial data which had been recovered " and calculated on prorata basis, but rather on job's complexity and resources spent such as man-hours, administrative cost, parts purchased, lab services and any other relevant expenses. User will weigh the value of these partially recovered data against the revised quote before making acceptance.

4) In lieu of making acceptance stated in clause 3 mentioned above, user opt NOT to accept this partially recovered data. In such event of rejecting the partially recovered data, a minimum charge of Rm600.00 will be imposed as man-hours, cost of parts and other resources have been used and invested in doing the task.

However , if the job is cancelled ( before job confirmation ), Rm95.00 cancellation fee applies.
