Due to power surge my hard drive got damage it wont turn
on..then i took to the local hdd recovery they replace Tvs didoes and then hdd
turn.Motor star spinning but it making clicking sound and not detecting on bios.
I replace the u12 ic with identical pcb but same problem.
any solution????

Clicking sound is most likely a read/write heads damage. If you care about information you have there take it to data recovery company. Otherwise send it to WDC for warranty replacement.

If D3 and R67 were damaged, then the most likely culprit is a damaged preamp. That means the drive needs a head swap. Not DIY. :-(

I notice in your original post that you say that the shop replaced the TVS Diodes, but you swapped the U12 to a new PCB....... I really think it would pay you to make sure that the shop actually replaced the TVS diodes and didn't just swap the PCB, and that you in fact had the original PCB back with the original U12 on the drive when you received it back from the shop and before you started to work with it....
