What do you mean by "no noise"?
Is it spinning up?

Then you can try and new PCB with ROM swap.
If it doesn't have an external ROM at U12, then you need pro help

Seem like those have ext ROM.
Follow pcimage's suggestion.
You can also check some of the components with a multimeterif you have one and have basic electronics understanding. Use the search function. May be easier to restore. It all depends on damage extent.

I would think that if the drive identifies itself to BIOS, albeit with 0 LBAs, the this would mean that a large part of the PCB is OK.
Could it be that the MCU cannot see the preamp, and would this produce the observed symptoms? If so, perhaps the OP could examine the preamp contacts on the PCB.

Insulate the head contact on pcb with a piece of plastic foil. Does it spins that way ? If so pre-amp inside the head stack is most likely shorted.
Do you have any tool like wdr, salvation, etc ?
Yes i tried that way also but no use, same condition not spinning. No I have no tools. But there is a person who have PC3000 only. Actually i am not the professional specially for hdd and also there are no hard drive experts in my country. I live in Pakistan.
