I have a WD My Passport 500GB WDBAAA5000abk-00 that does not spin up. It beeps several times and then is quiet. The drive has hardware encryption as well as password protection. Password is known. Drive was not dropped. USB is integrated in PCB. Data is pictures and videos.
Drive is WD5000BMVV-11a1cs0
DCM: HHCTJBBB
PCB is 2060-701675-001 Rev p1

It's hard to give a price or success rate until we actually look at the drive. If the damage is electronic (E.G. damage to the circuit board from power surge, etc.) then it's nearly 100% and the price will be somewhere in the $500-750 (plus parts) range, however if it's mechanical damage inside the drive the success rate is much lower (60-70%) and the price will more likely be in the $700-950 (plus parts) range.
In our lab we offer free evaluation and the only upfront cost is the parts needed if you decide to go forward with recovery after you get a quote. The labor is only charged upon successful recovery, so it's a shared risk. You risk the parts, we risk the labor.

Judging by your description, my guess would be that it's a stuck head situation in which case the price will likely be on the higher end. Just to warn you.
